i was changing the spark plugs in my 2000 malibu and one of the wires was on good and the boot tore off would this make it run bad before i did this the car ran great

that's definitely your problem if you can see the wire arcing.

Yes it can. When you change the plugs should check the plug wires and make sure they are in good condition.
no i dont think so just put it back together as best as you can electrical tape may help but ill be better to ge a new wire
probably trying to short out on the block before it get to the spark plug replace the wire and check the firing order
