if its flooded it will cause a loss of compression and will make it harder to kick start. if you haven't started it in awhile, (say all winter) you should empty the fuel out and replace it with new fuel. try push starting it and riding it for awhile. how does it run when you push start it? you could have something else wrong. possibly a dirty needle ands seat or even just have it jetted incorrectly.
