their are three basics to make it run fuel ignition and compression if all these apply should run.

you sure you put everything back together properly including wiring harnesses??
if you've got fuel in the bowl and you are getting spark to the plug, it should crank if you didnt mess with anything else.
oh and why the hell would you mess with the carb or spark plug with the engine only having 20 hours on it? thats WAAAAYYYYY low hours to even be messing with it regardless of whether it sat up for the winter or not.
you likely voided any kind of service warranty you had on it by doing that.
